Freezer only reaching 7 degrees - Not cooling properly

What does Freezer only 7 (not colder) mean?

The freezer compartment is only able to reach a temperature of 7 degrees (too warm for proper freezing) and cannot achieve colder settings. The Refrigerator section, however, is functioning normally.
