The Siemens IQ-400 panel is not communicating with the PC software. This can be caused by power issues, incorrect system identification, or problems with the communication cables.

Verify that the red DC Power Indicator LED (D2) on the IQ-400 is ON. If off, check power supply connections.
Check that the ID number set on the IQ-400 via switches at SW1 corresponds to the ID number configured on the PC.
Inspect all communication cabling (RS232/MODEM/RS485/Terminal Server) for proper connection and integrity.
Remove the battery from the IQ-400 for 5 minutes, then reinsert it and restart the panel.
