There is an electrical issue with the drain motor, such as a loose connection or an open winding. Debris in the impeller or a control board issue can also cause this.

Unplug dishwasher or disconnect power.
Check resistances of the drain motor winding and all connections in the drain motor circuit. Fix or replace faulty connections/parts.
Remove the drain motor and check for and dislodge any debris from the impeller.
If the motor and connections appear fine, replace the control board.
