The water level sensor is not sending a signal, or the signal it is sending is not within the expected range. This usually means the water level sensor needs to be checked or replaced.

Check the water level sensor and its connections (Refer to TEST #7 in manual).
Ensure the hose to the water level sensor is not pinched or blocked.
Check ACU power (Refer to TEST #1 in manual).
